Is it possible to have a normal EKG but be in cardiac arrest? What is it called?

The EKG is only monitoring the electrical impulses that control the heart muscles, so if the heart attack is based in a physical deformation of the heart itself, an EKG will not see it. A myocardial infarction is a problem with the heart, that would include an electrical problem as well as other physical problems.
