My ankle has been swollen.?

My ankle has been swelling and looks reddish/bluish in the area and warm. It's not hurting but achy! It's been like this for about 2 years. Too many doctors. One said it's gout/gouty arthritis, another one said it's tendonitis. The only thing that makes the swelling go down is cortizone injection. I had blood tests done but there's no sign of uric acid or kidney problems. I don't remember any injury to it. I'm getting tired of going to the doctors. It's getting very expensive and I'm not getting any answer cuz noone can seem to pinpoint the problem. What's wrong with my ankle?
