If i mix some scotch whit watter,will my drink become stronger or lighter?

I know only this that my liver would become more lighter(sensitive).If my drink becomes more lighter,what has the watter done really and if it becomes more stronger,again,what has the watter done,and if the alcohol levels in my drink are the same after adding watter,why matter had no effect on my drink?Thank you!
