What on earth could this be? Is it normal?

I have been off my contraceptive pill for close to 3 months now, and before that I never really had any discharge at all and after I stopped there was a little bit. After I went to the toilet I was wiping and I felt something 'tugging' from inside me and I felt this slimy stuff there and it wouldn't wipe away it just kept 'tugging' so I used my fingers and I literally had to pinch it and pull it out of me and when I looked it looked like a whitish, clear phlegm! It was the same consistency but slightly thicker what on earth could this be??!
